I’m very glad to know I have some time before an outdoor enclosure in requires. I live in Orange County Calif. I can do the portable outdoor pen. Can the tortoise be on the lawn for a short time 1/2 to 1 hour if the temp is in the mid 60s and it’s sunny without getting to cold? Also, there are Pine needles on the grass. I would guess that they are very detrimental to the tortoise? Is the sterile soil like potting soil? Is it available at most hardware/nursery type stores? When I buy it is it called “sterile soil” or does it have a generic name or even a trademarked name I can look for? I’ll have UVB within 24 hrs. One more question on UVB. About 1/3 of the pen that I built gets sunlight for about 1-2 hours a day. The sunlight comes through a window. Does window glass filter out UVB? I supplement with both a general water soluble vitamin ,marketed for all small animals, (can I use the tradename?) in the water and a dry vitamin D3 and calcium carbonate, marketed as a tortoise supplement, on the food. The bulk of the diet is grass clippings from the front lawn, no pesticides/chemicals, with other greens, as noted on the link you provided, added. I offer grass 3x a day because it wilts and shrivels up within about an hour in the enclosure.
