Common names. The african spurthighed is sometimes tagged to G. sulcata and T. greaca. Now the people who 'know' believe that G. sulcata is the spurred tortoise and T. graeca is the spur thighed tortoise. Unfortunately, or fortunately, there is no standardization of common names. It's hard enough trying to standardize specific names. So, if you question 'what are you talking about?' Look for the specific name. In this case there's no ambiguity there.
