In tortoises this can be a normal progression where the shell is repairing from a previous injury where the connective tissue between the bone and the scute has been damaged. New chitonous material is excreted by the bone and the old scute either falls off or, if it is only along the margin of that area, will flake off. If there is no wetness or bleeding I wouldn't worry about it but the only way to be sure is to have someone familiar with the process actually look at it.
