What is a tortoise shell made of?

I have heard that a tortoise shell is made of something similiar to horse hoof. In fact a local hobbyist (has 300 torts!) says that if a torts shell is unhealthy that you can put a hoof care paste on the shell and it will add alittle moisture to the shell that he might be lacking. Any thoughts anyone?
