Kristin,

I have 4 russian tortoises and they do peel from time to time. The dark shell means nothing unless there are signs of infection, etc.

It's best to find a veterinarian who knows something about tortoises and
take your russian in for a checkup.
Be sure to take in a fresh fecal sample.

Your tortoise may have some worms or other problems that can be cleared
up with a couple doses of medicine.
They are almost all wild caught and often have health problems because
of the stress of capture and shipping.
