Not illegal to breed per se, but adoptin agencies (like the AZ TAP Program) will not place males and females together.
It's just more responsible not to breed.

The Arizona Department of Game & Fish allows one tortoise per household member, so being a caretaker for several tortoises is possible. However, the TAP will not place males and females together (see above), and males may fight. So, we recommend female tortoises if you want to care for more than one.
We prefer that you do not breed your tortoises. There are always hatchlings in need of homes, and more breeding leads to more tortoises without homes. For this reason, the TAP will not place male and female tortoises together
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~: There seems to be some confusion about breeding desert tortoises. While I certainly defer to Annie's superior knowledge about California wildlife laws, there are NO prohibitions against breeding lawfully held desert tortoises here in Arizona.
