He needs to get to a vet ASAP, that's the best advise.
Get him to a vet today, if it's pnuemonia it can quickly prove fatal.

Keep him comfortable and at a warm overall temperature, not too cool, not too hot.Make sure there are no drafts or breezes, that could chill him.

How long have you had the tortoise, how is it housed (explain in detail,temperatures, substrate etc) and what is it being fed?
