As Justin said, check your temps. But I think it is also quite natural for babies to hide and sleep a lot. When they are very small, their instincts keep them out of the way of potential preditors. As he gets older, he will probably be bolder/more active. If he is eating well, I wouldn't worry too much.

: i have a baby sulcata about 3" big. i feed him about a cup of grocery greens (escarole, endive, musard greens, romaine, raddicio ect.) a day dusted with calcium and vitamins. he just seems to only be active when i put food him. he eats all his food then burrows and goes back to sleep. also, when i soak him he is active and also when i take him out of his cage. but other than me picking him up or giving him attention he just sleeps. is this normal? are sulcata tortoises lazy or are they an active species??
