You might be thinking of the Padloper (homopus) tortoises, the smallest torts in the world.
Hard to take care of and not readily available.Infact it's extremely rare for them to be sold through the pet trade.If ever.
There is really no way for you to find or purchase
one of these torts.
The next smallest would be the Egyptian Tortoise.
Also fairly rare in the pet trade and threatened so a bit expensive.
