My little baby sulcata Hoku is a slow grower too.
But he is putting on weight, feels heavy/solid and has growth marks.
His shell is absolutely flat, without one single slightly raised scute.
By comparison I also have a sulcata who's 3 years old at the most.
She was fed a diet much higher in protein and grew way too quickly.
She had raised bumpy scutes and was big for her age.
Hoku is healthy, active and eats well, mostly daily grazing with one hibiscus daily also. Sometimes he eats it all, sometimes nibbles it or ignores it. But he does graze daily.
He also gets mulberry leaves ,a little romaine or endive every other day.
He's about the same size as Virgil and around the same age.
As long as they are active and eating, putting on weight , feel solid not light and are growing (albeit slowly)I wouldn't be too concerned.
