CA Desert Tort Shell Problem

I have a CDT who was in an accident with his previous owners; poor guy was run over by a car! Anyway, the shell apparently had cracked so the vet at the time (I don't know when this was)brought the two sides of the split shell together with a piece of wire. This split is at the shells edge by his hind leg
The problem is that now that I have him in a warmer and healthier habitat, he's growing and the wire is getting stretched apart. It just looks like that wire is getting streched and strained. Could that have been a temporary fix way back when? And now it should be clipped off? Should I do anything about it? I guess I could take him to my vet and let him make the decision. Any ideas????
