Yes, there are many government programs for such things. These programs are generally university programs or joint ventures of different countries.

You would probably be able to get involved in one depending on your intentions, who you know and what the specific problem is and the attention level ( i.e. special interest groups,etc.).

Remember, anything that involves breeding and endangered species , permits and inspection, generally means you won't be profiting from it (if you go to the USFWS and read the laws concerning breeding endangered species, this is very clear). These programs are for release purposes and are so clear cut that the released creatures DNA will be a close match to those in the wild.

This makes you think to yourself when you see endangered species for sale from time to time how they are doing it legally...when it isn't, even WITH a permit.

You may want to contact the Sierra Club, Greenpeace or the USFWS yourself, explain to them what you want to do. They will be more then happy to mail you tons of forms to fill out.
