Tortoises, especially sulcata, will eat anything you put in front of them. They are opportunistic feeders that will come across carrion and take a few bites in the wild, however, they are herbivorous tortoises and I do not believe adding any protein to the diet of a captive kept sulcata or leopard will in any way be beneficial in keeping them at a steady growth pace.
