They are edible, some torts like them, some don't.
Nasturtium actually prefer poor soil - they don't need fertilizer. They will grow almost anywhere, they do need some sun. They will grow large and overtake an area if left alone.
They also make good cover plants for tortoises to sleep and hide in.
