I live in the same area and keep leopard tortoises. They have to come in for about 3-4 months during the winter. Basically when it gets below 55-60 degrees at night then I bring them in. Or when it doesn't warm up in the day. If it stays 60 degrees all day then they need to come in. I keep them in the garage in one of those big round horse watering trough's they sell at home depot or any feed store. I picked mine up used. Sulcata tortoises are from the same area as leopards so pretty much the same principals apply. The difference is in the size. Sulcatas get much bigger and would be harder to house indoors. Russian tortoises do o.k. in cold temperatures, but would probably get too hot in the summer.
