Is there a special reason why you want to use soap? I soak mine in warm water only. Changing it when it gets dirty. If you are trying to remove build-up dirt or other crud you can gently scrub him with a soft tooth brush after he has soaked a while. You should have your tortoise checked for parasites while he is at the vet. Most hingebacks are loaded with parasites and die in captivity if no treated. I don't know what might be wrong with his leg. I would just kept him warm, hydrated and not let him run around alot until the vet sees him.
