Well you can pry the mouth open, but depending which species we're talking about, it can be quite a chore.

You can take the torts back to the vet and ask them to do it.
I expect it's a dose now, followed by another in two weeks?
So you can ask the vet to give the second dose when they go back for their next fecal check in a couple of weeks.

Or you can put the panacur on a favorite food item, something you know they'll eat.

It only takes a couple of seconds to give the Panacur. So maybe call the vet, tell her you're not comfortable doing it and go as a walk in.
She shouldn't charge you just to give the medication.
