I live in St. Louis, MO, and have my 4 russians in an outdoor pen. I also share your concern about the summer temperatures.
I created a small wooden house for them, and placed it on top of a small sand and dirt pile. The house is made of a light-colored pine and seems to reflect much of the light and heat, while the sand allows for the animals to dig in a couple inches where it is cooler.
In addition, there is tall grass (maybe 8-10" high) in the corners of the enclosure that allow the torts to hide out in the shade.
I'm also prepared to to hang a layer of white cloth over the screen lid of the pen (in the area of the tort house) to help create more shade.
So far my torts have handled the short stretches of 90F+ days by hiding in the house during peak heat and coming out in late afternoon when there are more shadows.
