I once thought about letting my russian tortoise free roam in a room, but after observing how much and how often they defecate, I decided it wasn't a good idea at all. Plus they tend to poke and dig into everything. They would destroy a carpet, and badly maul a hardwood or vinyl floor. And the smell would be awful.
I instead use a larger rubbermaid closet laid out on its back. The closet is approximately 6' high and a little over 2' wide. It provides about 13 sq ft of floor space and cost me (at the time) about $100. The floor is uneven, so I used a stiff piece of indoor/outdoor carpet to line the bottom and provide a firm walking surface. I made a wood frame to suspend a 4' fluorescent fixture overhead and clipped on a couple shoplights with incandescent bulbs for heating.
I use this for my group of russians during the cooler months and just this year made an outdoor pen.
So, don't let it free roam, but instead buy a larger enclosure (or make one). With a little imagination you can have something large enough (at least 7-8 sq ft) for under $100. You won't find that at a pet store most likely.
