You're going to need more than bentadine.
If it smells bad then it's probably infected.
How big is the infected area, Is it the whole plastron?

I would get the tortoise to a qualified vet ASAP.

It may not be shell rot, it could be an injury that's now badly infected.You must get it to a vet as it probably needs a course of antibiotic injections.

Anyway if it smells then it's going to need veterinary treatment, before it goes septic.

If you can't afford the vet bills, then think about giving the tortoise to a rescue group or rehabber.
