Yearling red footed tortoise question.

Red footed tortoise hatchlings need 80% humidity in the tank. I use sphagnum mos as substrate, and have a ultrasonic humidifier on a timer to keep the terrarium moist. My question is:
Should the moss be wet? it is very moist.
