Based on your pic, I would go more with the last two scales on the plastron, on either side of the tail. In males, they are broad from left to right and not as long from front to back. From the pic, you look like you have a girl.
Best way to learn is to take a look at many girls & boys until you get a feel for it. When you say the tail is an inch long, how far up to you measure?
