A 29 gallon should be your minimum even for the small Russian Tortoise. Anything less is like forcing you to live crammed up inside a storage room or closet. The larger the better. If you can afford it, your Russian will thank you if you buy a 65 gallon tank. The maximum temperature should be no more than 90 degrees and the temperature should never go below 75 degrees. And, yes, sand is ok.
