See my reply to Glenn's post further up the forum ( New Russian/ Need Help)for lots of info and web sites.
As Eric mentioned a 50/50 mixture of sand and soil
seemns to be a popular substrate with Russian tortoise keepers, for use indoors.

I keep Russians, but mine are outdoors.
Anyway, you'll find lots of web sites with info in my reply to Glenn.
Plus you can buy a Russian Tortoise care video and booklett from Carapace Press linked below.
