I've found that Russians do very well with a companion.
As long as the enclosure is big enough for both of them.
That means an enclosure large enough that each has it's own space/hide box etc. So that they can get totally away from eachother.
I have a pair of Russians in a 20' -10' outdoor enclosure. They do very well, no fighting at all.
My male really perked up when I put the female in there. No mating or anything yet, but they just seem happier to have eachother around.
You'll need to quarantine any new tortoise though, before introducing it to the one you already have.
Plus, don't put two males together.
Two females together is fine, or a male and a female.
