Sulcata outdoor pen???

Hi,

I have a 9 inch Sulcata that has to stay in a big kiddy pool with dirt and grass, and two heat lamps. Oh yeah and a hiding place. I feel really bad about keeping him in there. Can someone please help me on making him an outdoor pen? I need to know what to make it out of, how high to make it, and how big it needs to be? I also need to know how much it will cost. How much bigger will it need to be when he is full grown?
