This spring I made a pen for my russians.

I used 8' 1"x8" pine boards. I put on many coats
of Thompson's water seal. And used 2"x2"s (also coated) to hold them together. I dug a 6" trench
and put the wooden pen in that. I also created
a wood frame covered with chicken wire to cover the pen.

I didn't keep track of the total cost, and I was sort of inefficient in the way I did it, but maybe this'll give you some ideas. I sank the boards only 6" because we have tough clay soil around here, and the torts have shown no desire to dig out. On looser soils you would need to go deeper. I later had to subdivide the pen because the larger male was roughing up the smaller male.

Inside the pen I created sand/dirt piles and created a wooden hidebox (and a plastic planter for a secondary hidebox). I recently put down more sand to improve drainage and installed water bowls.
