Tortoises store all their excrement in one place. Your tortoise urinating, then defecating right after is normal. When it rains it pours. The white things are urates, completely normal What kind of shell conditioner are you putting on her? I doubt it is neccesary. The sneezing thing though is not normal. Does she ever blow bubbles out of her nose (disregard bubbles being blown while she eats and soaks). This could indicate an upper respiratory infection, which needs to be treated asap.
