I think it is kind of difficult to tort-proof a whole room and dedicate it just for turtle usage...but if you can, great. If you let her go in a regular room, she can get caught up in wires, under things, possible stepped on, etc.
Depending on your house, it can be pretty drafty and cold at floor level, also.
I'd suggest buying the largest enclosure you can for your tort, fill it with substrate, so she can burrow, fill it with some plants and add the UV and basking lamps.
Some people use really large Rubbermaids, concrete mixing tubs, or build extra large enclosures - like Niki's.
