I live in northern NJ and have had redfoots and others outside for 25 + years. High 40's is even ok if you have an outdoor Dogloo or similar enclosure. Even without heat, they can go that low if you place hay, etc in the insulated dog house. However, 50 + degrees is best.
Also, if it is rainy and damp, they will have a greater chance of getting ill at low temps. Elongatas, sulcatas, and dentics can withstand these temps also. Years ago, I visited a collection of rare torts owned by a relatively well known breeder. The radiateds, and others, were outside and temps in the morning were in the high 30's. Though, it was warmer in the afternoon, it was really cold that morning.
Finally, healthy torts and those that have been under these conditions for many years, will do much better than newbies. Also, every specimen is different, what works for one, may not work for another. I would suggest it is always best to take less chances than more.

: I live in South Florida and have just about all of my tortoises outdoors yearround. I would not even consider bringing animals in unless it was going to go bolow 50. I have never had any health related problems from these kinds of temps. Douglas Beard.
