When the time comes, instead of moving up to a larger tank, consider building an enclosure.
This can be done fairly cheaply and you can make it as big as you want.
As EJ mentioned, some people build tortoise tables.
On legs or not, you can even design one to fit into a corner.
The advantage is that you can build a large enclosure for not too much money.
You can build it any shape or size you want.
The walls will be lower than a fish tank, allowing for better air circulation. And the walls will probably be wood, better than see through walls for a tort.
If they can see out, they want out.
Adding large rocks/logs etc to the enclosure, will break up the sight line and make it a more interesting habitat.
I know you can't do it now, but something to plan for in the future maybe.

It could easily be adapted for tortoises. All you'd really need to do is take out the deep water tray, a Russian tort could drown in that.
Anyway, enough said, enjoy your new tort. Russians are great little tortoises.
