I keep adults outside year round. They have dug burrows, or have concrete block shade boxes, plus shrubs, trees, etc. that provide shade/shelter. With proper shelter, they do fine outside in the winter and of course the summer. They are not as active in the winter, but they still come out and bask on sunny cool mornings.
I generally raise hatchlings inside until they are about four inches. I have kept four inch tortoises outside the past two winters without any problems. They do not eat as much or grow as fast, but again with proper shelter they seem fine.
I did originally provide a heat light and it does effect when eggs are laid, but I don't think the winter has caused any health problems. I have never had to take a sulcata to a vet.

Hello there, I am also in Phx, and I am just wondering what is the best outdoor setup you may suggest for housing Sulcatas when the cool weather starts. I have heard electric pig blankets, infrared heaters (?) and no heat, just shelter, but any first hand experience or pointers?? Thanks in advance, 'preciate it!! EnJay
