You can also provide a water dish, something small and shallow.

The plastic top off a Sunny Delight bottle works well for tiny torts.
Just big enough to drink from. Or for leopard torts you can provide a very shallow, but bigger dish.
Something like a flat/shallow Tupperware LID.
Very shallow for a tort that size, a quarter of an inch deep or so.
Make sure any water in the enclosure is very shallow, clean and fresh.

Also I would soak him/her maybe twice a week.
Soak in very shallow, luke warm water.
The water should only come up the the point the top shell (carapace) meets the bottom shell (plastron) no deeper.

Soak for around 10 minutes.

EJ, who posts here breeds leopard torts, so I'm sure he can give you some great advise re temperature/substrate/diet etc.
