My thoughs too, as Esther said if it's a female she could be displaying nesting behaviour.
Otherwise, do they have hide boxes, one for each tortoise?
My pair of Russian torts are housed outdoors, but every evening they retreat to holes they've dug.
They dig in to these holes every evening to sleep.
And retreat to them for naps during the day.
If you haven't already, I would provide hide boxes or something they can dig into to spend the night.Somewhere they can get away from eachother to sleep, hide or just hang out.
Clear walls aren't really recommended, if they can see out, they want out.
Or maybe he/she is just going stir crazy.
Can you build them an outdoor enclosure for the summer.
Or a larger indoor one, maybe a wooden one , so they can't see through the walls.
If it's a mature female though, it could be nesting behaviour.
