Hi.
I would change the substrate, for two reasons.
Sand doesn't offer good traction, it's not easy for the little tort to walk on and could cause problems for the muscles in his legs.
Sand can also cause problems if he injests it, it can lead to impaction.
You can mix the sand 50/50 with soil.
No need to put his leafy greens in the food processor.
And really no need to chop the greens up either.
He'll rip and tear them using his mouth and legs.
If you can, build him an outdoor enclosure, as you live in Texas I imagine you have a nice long/warm summer. In your climate it's possible also to grow food for him right in your yard.
Hibiscus, they love the red flowers and the leaves are edible too.
Opuntia cactus, mulberry , dandelion and other edible weeds/plants.
Make sure the enclosure is escape proof, no gaps or holes.
Sink the walls into the ground to make sure he can't get under.
Make sure there's sun but also plenty of shade at all times.
And plenty of grass for him to graze on.
You can put him out in the morning and bring him back indoors in the late afternoon.Weather permitting.
I do this with my baby sulcata, who has a nice 12' - 6' outdoor enclosure. He spends the night indoors though.
Here's some sulcata info for you, enclosure info and you'll also find lists of edible plants:

Also, check out Nikis posts at this forum, she sometimes links her web page or posts photos of her indoor and outdoor enclosures.
Theresa aka Tcc of Turtle Cafe lives in Texas. She keeps leopard torts and I believe she has a sulcata too. I'm sure she'll be able to help you out with enclosure ideas and plant ideas.
Turtle Cafe is one of the web sites above.
