I would not leave a water bowl in my Sulcata's enclosure.
A. It is very unnatural for Sulcatas to have longterm access to water.
B. Water dishes serve as breeding grounds for bacteria, especially if you maintain more than one animal per enclosure.
C. If your sulcata walks through the water bowl, as they are prone to do, then walks around the cage, substrate material can get stuck under their legs. This leads to blood blisters. Ouch.
A soaking once or twice a week and giving your tort fresh greens will eliminate the need for an H2O bowl. If you do not think he gets enough water from his food, spray it with water before offering it to him.
