Tell him that the tortoise is egg bound and must stay at the vets until the eggs pass.
In the meantime apply for a permit, if you don't already have one.
And keep the tortoise out of sight.

Explain that the tortoise must remain at the vets so it can be observed, until all the eggs pass.

Once you have a permit it will be difficult for him to take the tortoise from you.
As he would have to go to the authorities and then explain why he never had a permit.

If you can't get a permit and the situation gets out of hand. I would give the tortoise to a licensed rehabber in your area.

You would lose the tortoise, BUT it would be in the hands of somebody who'd take excellent care of it.

Tough I know, but you have to do the best thing for the tortoise.
