All I can tell you is that the tortoises can absorb moisture and fluids through the cloaca during soaking. Since captivity has a hard time mimicking a wild environment where the sulcata hide out much of the time in burrows where the humidity levels are high, then soaking is the alternative to keeping them hydrated. I'm not sure what your facilities are, but it is pretty crucial that you soak your tortoise once per week. The diet sounds excellent, but lack of moisture could lead to renal problems. How about using a kiddie pool to do the soaks? A bathtub?
