For a baby tortoise rsabbit pellets(what you feed a rabbit) are the greates stuff in the world. The Leopard torts and the sulcatas love to burrow and a nice thck substrate of rabbit pellets lets them do just that. Its natural for them in the wild to burrow and carpet takes away from that natural want that the tortoises have to burrow.
Plus, carpet fillaments and stuff can be eaten by the tortoises and it could hurt them where as rabbit pellets are 100% edible.
Mulch? NEVER EVER! Lots of people do but I have heard too many bad things about mulch. It also causes respiratory problems. If a tortoise grabs a mouthful of mulch while in a craze for food???????? Not good. That would cause some serious internal damage.
Just my thoughts and experience.
