Opinions vary on the best beginner tortoise. I feel your best choice to start with would be a hermanns, russian, or greek tortoise. Of course these will eventually need more space than a 75 gallon tank. An egyptian tortoise would stay small enough to stay i an enclosure that big for its entire life but they aren't very hardy and don't make as good of pets for beginners. Yes you can house 2 together. But I would reccommend they be of the same species. A small captive born greek, hermann, or russian tortoise make a great pet. Thats about it from me.
