If it wont eat thats a tough one. If it is a big tortoise you have a fight on your hands.
If it is a small tortoise hold the head behind the jaws with your thumb and middle finger. Use your index finger to carefully open the bottom jaw. Gently apply pressure and the jaw should open as it relaxes. Pop in the meds with the other hand. (takes practice).
