Sulcatas need bright light during the day.I'm not sure that by using a black bulb that you're prioviding a bright enough day time environment.I'm not suggesting you use both the black light and a clear heat bulb. But maybe change to a bulb that gives off light as well as heat.Instead of a black bulb.
Also I wouldn't leave the light on 24 hours a day, sulcatas need a night time cooling down period.
About 70 - 75 for a baby overnight, no warmer than that.
You are keeping him too warm at night with the black light.
Are you using UV lighting, if not you should be.
In reality a 20 gallon fish tank is not a good way to house a tortoise.
Especially as you're keeping it so hot 24 hours a day.
I would build the tortoise a wood enclosure and make sure it gets time outdoors also.
Or at least house it in a Rubbermaid for the time being. Lower walls which allow for better air circulation.
Most heat lights, UV heat bulbs or ceramic heaters are going to heat up a 20 gallon tank way too hot.
