Ask the pet-store employees if you can handle them. see how strong they are, how heavy they are (russians should feel pretty solid), check their eyes to see if they are alert check their nose to make sure there is no fluid coming out and test their shell to make sure that they are not too soft.
It is possible that you could still save them if they havent been in those conditions for too long. If everything looks good and and you want them then you should get them. But don't fool yourself these are animals that sound like they have been seriously abused and they are going to need considerable care. A Vet check-up immediatly after buying them would also be necessary.
Personally I would contact Animal control and tell them about the conditions and have them deal with the pet-store.
Once again if you decide to get them be aware of what you are getting into.
