Are you saying that your sulcata has only eaten twice in one month?

Sulcatas are very active tortoises and love to eat.
So it sounds like something is wrong with yours.
Or the environment is not correct.

Also red and green leaf lettuce are not sufficient. Sulcatas need much more variety.

Try Romaine lettuce and endive instead, these two greens are the absolute favorites of my tortoises, sulcatas and Russians.
Also escarole, chicory, dandelion,collards.
Add in other foods like hibiscus flowers, clovers, mulberry leaves .

If you live in a warm climate I really recommend building an outdoor enclosure.
Even my 90 gram baby sulcata goes out during the day. He has his own 12'-6' enclosure.
He gets put outside at around 9am and is given a red hibiscus flower. He gobbles this down, then gets nothing till around 1pm.
If he's hungry he grazes on the grass and weeds.
At around 1pm he gets romaine and endive. I sometimes add in a little grated carrot or yellow squash.
He also gets mulberry leaves.

Can you tell us exactly how your tortoise is housed.
What substrate you're using?
What time of day do you feed him?

There's no need to soak him everyday. Every 3 days is fine for a baby sulcata.
Is yours a baby, how big is he?

But always have drinking water available in
something shallow like a Sunny delight lid ( for tiny torts), or an instant coffee container plastic lid.( for slightly bigger torts).

Please give us much more detail about the tort, size, age?
And tell us in detail how he's housed.
Is he very lethargic?
Or is he active but not eating?
Has he passed stools, if so about how often?
Has he been seen by a qualified vet?

Please give us as much info as possible, so we can help you better.
