I shouldn't say the prefer it, but I have a friend that used to breed them in Florida and he had this super long theory about African tortoises doing better in humid climates and if he explained it all ut, it seemed to make sense.
Tey do like humidity when they are too dry. They will dig a big burrow in the griund where it is very humid and this sort of "hydrates" them. But to answer your quewstion, they should do just fine.
