I have kept tortoises for many years in Texas and they were in an outside enclosure when the weather permitted. Every other week or so I would sprinkle a hefty amount of diatom earth around the pen. This worked great and did no harm to my torts. You have to be consistent with it and do it on a regular basis, especially after it rains. It is a very inexpensive product and can be purchased at any feed or garden store.
