Do your sulcata have shady areas to retreat to?
The digging is probably due to the heat and they are digging to escape the heat.
A mud wallow is a good way to let them cool off in hot weather.
I would also suggest putting a barrier up against the wrought iron fencing so they can't see through. If they can see it, they will try to get to it.
