the Padlopers ( Homopus)are the smallest tortoises. Of the Padlopus,Homopus s. signatus, is the smallest.
But they are not readily available ( rarely if ever available for sale)and are very hard to keep.

The Egyptian tortoise (Testudo kleinmanni), is next I would think?
The Pancake Tortoise, (Malacochersus tornieri)is also a small species also, around 6" -7" max, fully grown.
