cb Russians are hard to come by.
Still it's egg laying season and a few lucky people have gravid female Russians.

I would join the Russian Tortoise email group at Yahoo. A couple of members are expecting ( fingers crossed)hatchlings this season.

As the imported Russians reach sexual maturity I expect cb Russians to become more readily available. Still a few years away from that though.
Still many are now working with the species ( including me).
But a few members at the Russian list do have egg laying females. So if you can wait 3 months or so
you might be lucky enough to obtain a cb hatchling.
I'd join the list though, if the hatchlings do go up for sale, they'll go quick.

These cb hatchlings come from wc parents. So you could get wc and breed yourself.
Or look for long term captives.

Hope this helps.
Terry.
