Hi.
Sulcatas should grow slowly, in captivity they can grow too quickly if overfed.And many do grow way too quickly. Slow ,steady and smooth growth is what you want. Not fast, pyramided growth.

Six inches is fine for a three year old.You don't want them to grow too quickly, around 2" a year.

The smaller one could have retarded growth due to his illness. I have a baby sulcata that's a bit small for his age. He also was sick for months, with a lingering respiratory problem.

As long as they are healthy and eating, and growing,( even if it is slowly) I wouldn't worry.

Feed a healthy diet and make sure they recieve calcium and sunlight.
Nothing beats time outdoors grazing on weeds/grasses etc.
